Is this really a problem?

I was walking back from lunch the other day, and this sign caught my attention. Enough so I didn't even see the trash blowing along my view while snapping the pic.

It made me wonder: is parking on this grass such an issue the city felt it necessary to post a sign prohibiting it? Are there enough morons in my town that don't know better than to cross the freakin' sidewalk just to park on the grass, thus ruining it for everyone?

Sheesh.
